UPSC selects 31 private sector experts as joint secretaries, directors, deputy secretaries


New Delhi: The Union Public Service Commission (UPSC) said thirty-one experts from the private sector were on Friday selected as joint secretaries, directors and deputy secretaries in central government departments.

The selected people include three joint secretaries, 19 directors and nine deputy secretaries.

Minister of State for Personnel Jitendra Singh said that channelising the right talent for the right role is a big step.

The Department of Personnel and Training (DoPT) had on December 14, 2020 and February 12, 2021 requested the Commission to select suitable people to join the government at the level of Joint Secretary, Director or Deputy Secretary in various Ministries and Departments. . Government of India on contract or deputation basis.

UPSC started the online recruitment application for Joint Secretary and Director level posts on 6 February and for Deputy Secretary level posts on 20 March.

In response, a total of 295 applications were received for Joint Secretary level posts, 1,247 for Director level posts and 489 for Deputy Secretary level posts.

Out of these, 231 candidates were shortlisted for the interview, which was conducted from September 27 to October 8.

UPSC eventually recommended 31 candidates for appointment as Joint Secretary, Director and Deputy Secretary.

The three joint secretaries will join the Ministry of Finance, Ministry of Commerce and Industry and Ministry of Agriculture and Farmers Welfare.

Ministry of Commerce and Industry, Ministry of Agriculture and Farmers Welfare, Ministry of Finance, Ministry of Law and Justice, Ministry of Consumer Affairs, Ministry of Food and Public Distribution, Ministry of Education, Ministry of Jal Shakti, Ministry of Health and Family Welfare will comprise of at least 19 directors . Ministry of Road Transport and Highways, Ministry of Civil Aviation and Ministry of Skill Development and Entrepreneurship.

The Personnel Ministry had in June 2018 invited applications for the 10 posts of Joint Secretary-rank through lateral entry mode – i.e. appointment of private sector experts in the government – for the first time.

Generally, the posts of Joint Secretary and Director are conducted by officers selected through Civil Services Examination and other tests conducted by UPSC and other organizations.

NITI Aayog, in its three-year work agenda, and the Regional Group of Secretaries on Governance in its report submitted in February 2017, have recommended the inclusion of personnel at the middle and senior management level in government with twin objectives.
